Overview of the humanitarian situation

Ethiopia's humanitarian needs remained high in 2024 and will continue into 2025. The situation is complex, with high humanitarian needs caused by multiple and overlapping causes, such as climate (drought and floods), conflict/violence, disease outbreaks, and economic shocks. More than 4 million people have been displaced. While some IDPs have had opportunities to return – often to destroyed livelihoods with minimal to no rehabilitation support – others continue to live in displacement, dependent on limited humanitarian assistance. Since the start of the cholera outbreak in August 2022, a total of 52,490 cholera cases, including 656 deaths, have been reported from 9 regions. There is a growing number of reported incidents of various forms of gender-based violence (GBV) (assaults, rapes, killings, etc.) across the country, and severe gaps in GBV protection services are identified. It is also reported that the absence of essential services drives the affected population to adopt negative coping strategies and makes them susceptible to GBV, including children. There is a need to provide the humanitarian actors with improved access to air services, such as regular and ad-hoc flights and air evacuations, particularly in the Amhara region. Despite the increase in humanitarian needs in Ethiopia, the 2024 HRP is critically underfunded, having received only 21% of its funding requirements as of September 2024. Some life-saving clusters, contributing to the reduction of risk of mortality and morbidity, remain extremely low, including Agriculture (9%), Health (14%), and Protection (14%).

CERF-funded assistance

In response to the crisis, the Emergency Relief Coordinator (ERC) allocated $15 million to Ethiopia under CERF's 2024 second Underfunded Emergencies (UFE) round to sustain the implementation of key life-saving operations. The allocation is strategically aligned with the HRP-identified prioritized needs and leverages the HCT-endorsed policies providing funding for the contested areas of northern Ethiopia, promoting principles of safe, dignified and principled return and providing needed humanitarian assistance to other vulnerable host communities. It also contributes to increased operations in hot spots where conflicts and economic situations have led to protection concerns, including gender-based violence. Lastly, it addresses and improves the preparedness and response cholera outbreak. The strategy is based on five interlinked, agreed top priorities, namely 1) support to underserved IDPs and host communities (countrywide), including returnees in contested areas, 2) protection (GBV), 3) Cholera response, 4) UNHAS and logistic cluster and 5) Mine Action. This was complemented by an additional $1 million allocated through the thematic funding envelope accompanying the UFE allocation, to support a joint climate-smart humanitarian initiative of FAO and IOM to build crisis-affected communities' adaptive capacity and resilience to future climate shocks. Together the $16 million CERF allocation enables UN agencies and partners to provide life-saving assistance to 811,077 people, including 279,268 women, 159,582 men, 372,227 children, and 97,731 people with disabilities in CCCM, Early Recovery, Education, Food Security, Health, Nutrition, Protection, Shelter/NFI, WASH and Common Services sectors, including through the use of multi-purpose cash assistance as a modality.
