CERF Allocation

Central African Republic

Displacement/Migration, 08 Feb 2025

Overview of the humanitarian situation

While the humanitarian situation across the Central African Republic (CAR) remains critical, due to a challenging funding environment, the country team is focusing on an estimated 316,7000 people who are most in need, in three prefectures of Haut-Mbomou, Mbomou and Basse-Kotto. In five sub-prefectures—Zangba, Rafai, Zemio, Mboki, and Obo— over 103,000 vulnerable people, including displaced persons and host communities, are in need of urgent assistance, in the sectors of protection (including GBV), food security and WASH.

CERF-funded assistance

The RC/HC is using this allocation to help the humanitarian system in its ‘reset’, pivoting its operations towards the people most in need in humanitarian hotspots in eastern CAR, along the DRC border (five sub-prefectures in Haut-Mbomou, Mbomou and Basse-Kotto prefectures), which have since 2023, grappled with violence, recurrent displacement, and extremely limited access to basic services. Through integrated, multi-sectoral assistance, the allocation not only addresses urgent humanitarian needs but also alleviates community tensions and fosters social cohesion among IDPs, refugees, and host communities. The CERF funds complements an earlier $6 million CAR Humanitarian Fund allocation, which targets the same sub-prefectures with complementary sectors, activities, and partnerships, to maximize coverage and impact. The CERF allocation is used to expand and sustain humanitarian access through local and national partners who are better placed to bring critical aid to these remote and hard-to-reach communities. In addition to the regular UFE funding envelope of $6 million, UN Women, with $700,000 from a dedicated thematic funding envelope, is implementing a project aimed at restoring livelihoods and strengthening the adaptive capacity of displaced women and youth and host communities experiencing acute food insecurity and climate shocks. The UFE allocation targets 69,984 people, including refugees, returnees, IDPs, and host communities. FAO, UNFPA, UNHCR, UNICEF, UN Women and WFP are providing life-saving assistance in the food security, WASH, and protection (including GBV) sectors.
