Overview of the humanitarian situation
Chad faces a complex humanitarian crisis involving food insecurity, malnutrition, health emergencies, forced displacement, and climate-related shocks. Chad is also among the countries most vulnerable to climate change in Africa, with extreme climatic conditions including persistent drought and severe floods. The 2024 rainy season has brought extraordinary levels of flooding across the country, severely impacting more than 1.9 million people as of October 2024, including more than 238,000 people in N'Djamena who are also at risk of severe riverine flooding of the Chari River.
CERF-funded assistance
Following the Emergency Relief Coordinator's approval of the anticipatory action (AA) framework for riverine floods in Chad including pre-arranged funding from CERF, the framework was activated on 28 September, based on the latest forecasts that confirmed that the pre-agreed trigger thresholds were met. This prompted the provision of the pre-arranged $5 million from CERF for participating UN agencies and their partners to get ahead of the peak flood impact by providing anticipatory assistance to the most vulnerable of the over 200,000 at-risk people through multi-purpose cash transfers, targeted support for pregnant women and survivors of gender-based violence, the distribution of dignity and reproductive health kits, provision of water treatment, hygiene supplies and seed storage bags to protect agricultural livelihoods.
